The leafless oak tree represents Royalty deprived of its honours and the legend expresses an assurance that it will again put forth leaves and flourish. In 1885, Medallic Illustrations rated this medal as "rare". Thomas Simon was an eminent engraver with enormous skill, particularly in the execution of delicacy of detail. Having been "Sole Chief Engraver and Medall-Maker" to the Protector during the Commonwealth, he was deprived of his office at the Restoration but at the same time made Engraver of His Majesty's Seals.
